Mr. Jurin Laksanawisit, Deputy Prime Minister and Minister of Commerce, revealed in answering a live question about the problem of fruit exports and fruit prices in the middle of the House of Representatives meeting, 25th session, 3rd year, 17th meeting (2nd regular session) at the meeting room, 2nd floor, Parliament, that the export of Thai fruit during the 10 months of 2021 (January-October), the Chinese market is the most important market, accounting for 85%.
Despite the obstacles during the COVID-19 situation and the problem of border closures, exports still expanded by 86% because the Ministry of Commerce has collaborated with the Ministry of Agriculture and Cooperatives to solve many immediate problems.
In particular, the important checkpoints are Youyiguan and Mohan checkpoints. Mohan is the largest checkpoint and is a backup checkpoint if there is a problem at Youyiguan, providing another route for exporting fruits into China.
By citing the latest problem-solving example, China closed the Mohan border crossing on October 5, 2021 due to COVID-19 prevention measures. Therefore, commercial and agricultural attaches were ordered to negotiate with the Chinese government to request relaxation of measures. On November 1, 2021, the new Chinese ambassador was met.
By sending a message to the Chinese government and those in charge to expedite the opening of the border crossing, only 2 weeks later, the system was tested and Thai products were allowed to cross the Mohan border crossing to China.
Under strict control measures, no more than 150 cars from Thailand can enter China per day and no more than 180 cars from China can enter Thailand per day. As for the results of the trial system opening on December 1-14, 2021, there were 212 cars from Thailand that shipped goods to China.
China has been trying to ease restrictions and has initially planned to fully reopen the border in early 2022.
Mr. Jurin continued that for the prevention of COVID-19 contamination in fruit exports to China, Thailand has implemented strict controls, not only for durian and longan, but also for all types of other fruits, checking from the beginning, taking the fruit to the container, putting it in the container, closing the container, and then spraying it again.
Upon arrival at the border checkpoint, the goods will be inspected to ensure they are free of COVID-19, including canned fruits and canned seafood, because we realize that in the COVID-19 situation, the most important thing is that Thai products must be able to build trust with customers around the world and be able to issue certificates.
Including complete measures, it can be imported into China from the strict zero-COVID-19 policy.
As for the fruit care measures in 2022, there are clear proactive measures before the fruits are released, with 17+1 or 18 measures, with the +1 measure being a measure for the southern region that was added.
There are various measures, including helping and supporting fruit collectors or longans, measures to find markets in advance, and business matching negotiations to find markets for fruits in advance.
Which is currently in progress. There are importers from more than 10 countries coming to negotiate with 180 Thai exporters. It is expected that there will be many sales agreements.
While the shortage of containers is a major problem for every country in the world, the private sector has joined hands to meet with the Commerce Ministry to solve this problem since the beginning.
In 2020, we were able to achieve a balance point. The demand for 1,100,000 containers, but there were 1,200,000 containers. Although there were shortages at times, it was an obstacle worldwide. This was considered a good overall solution, resulting in exports increasing by almost 40% in the past 10 months, while facing many crises, including COVID-19.
