Import of Chinese fruits to comply with the agreement between Thailand and China and to comply with the current situation

Announcement from the Department of Agriculture on conditions for importing Chinese fruits

In order to comply with the agreement between Thailand and China and to be in line with the current situation, the Director-General of the Department of Agriculture hereby issues an announcement on the conditions for importing fruits from the People’s Republic of China as follows:

Conditions for importing Chinese fruits

1. Import license

  • An import license issued by the Department of Agriculture is required (import license applications must be submitted electronically through the Department of Agriculture).

2. Transportation methods

Fruits must be shipped from China to Thailand in the following transport formats:

– By land, through a third country

– Waterway

– By air

3. Importers of Chinese fruits must comply with the criteria, methods and conditions for importation as announced by the Department of Agriculture.

4. Fruits must be free from pests controlled by Thailand and free from living insects, soil, sand.
And there is no mixing of plant parts such as leaves, branches, weed seeds, plant debris, etc.

5. Fruit orchard and packing plant requirements

Fruit garden

  • Registration of orchards with the Department of Agriculture Fruits must be produced from orchards registered with the Customs Office of China or an agency certified by the Customs Office of China and registered with the Department of Agriculture of Thailand.

Packing plant

  • The registration of packing plants with the Department of Agriculture must be managed by a packing plant registered with the General Administration of Customs of China or an agency certified by the General Administration of Customs of China and registered with the General Administration of Customs of China and the packing plant registered with the Department of Agriculture.

6. Requirements for packaging and labeling

6.1 Packaging must be new and clean. If wood packaging is used, it must comply with the requirements of the relevant International Standard on Phytosanitary Measures.

6.2 The required information label on the packaging must be durable, waterproof and in a clearly visible location.
Easy to check must have text in English or Thai as follows:

– Name of the exporting company

– Name of fruit (Fruit type)

– Orchard Register Number

– Packing House Register Number

– Packing date

– Specify the message “Export to the Kingdom of Thailand”

– Specify the text “Product of the People’s Republic of China”

6.3 Fruits transported by land or water must be in a tightly closed fruit transport container or a temperature-controlled container.
During transportation, do not open the container during transportation.

6.4 Fruits transported by air must be packed in sealed packaging or packaging that can prevent the escape of pests.

6.5 Land imports through third countries must have the fruit container sealed by the Customs Office.

7. Phytosanitary certification

7.1 A phytosanitary certificate issued by the General Administration of Customs of the People’s Republic of China is required.

7.2 In case of land import through a third country, the phytosanitary certificate is valid for 10 days from the date of issue.

7.3 The text must be specified in the phytosanitary certificate.

7.3.1 Land transport through third countries

– In the case of importing fruits, including apples, pears, grapes, jujubes, and citrus fruits (Citrus spp.)
Please provide additional information as follows:

“This fruits is in compliance with the Protocol on Inspection and Quarantine Conditions of Fruits to be exported from China to Thailand and the Protocol on the Inspection and Quarantine Requirements for Exportation and Importation of Fruits between China and Thailand through Territories of the Third Countries.”

and specify the inspection date, fruit transport container number, container seal number and packing plant registration number.

– In the case of importing other types of fruits besides the above fruits, please specify the following information:

“This fruits is in compliance with the Protocol on the Inspection and Quarantine Requirements for Exportation and Importation of Fruits between China and Thailand through Territories of the Third Countries.”

and specify the inspection date, fruit transport container number, and container seal number (in the case of fruits for which the packing plant registration information has been exchanged with the Department of Agriculture, please specify the packing plant registration number as well)

7.3.2 Water and air transportation

– In the case of importing fruits, including apples, pears, grapes, jujubes, and citrus fruits (Citrus spp.)
Please specify the message as follows:

“This fruits is in compliance with the Protocol on Inspection and Quarantine Conditions of Fruits to be exported from China to Thailand”

– In the case of importing other fruits besides the above fruits, please specify only the inspection date.

8. Import inspection

– Import inspection and detection of quarantine pests in imported goods must be carried out as specified in the relevant agreements.

– When the fruits arrive at the import checkpoint in the Kingdom of Thailand, import inspection will be carried out after the official has verified the correctness of all documents attached to the goods.

– The staff will collect fruit samples according to the appropriate process and examine them to confirm whether there are any pests. If any live pests are found, the pest samples will be sent to the laboratory for identification and the fruits will be quarantined until the results from the laboratory are known.

– If pests, organisms or contaminants are found that pose a phytosanitary risk to the Kingdom of Thailand, they must be dealt with in an appropriate manner or the goods must be sent out of the Kingdom or destroyed.
(The owner is responsible for the costs of such operations.)

– The Department of Agriculture has the right to order that the fruit be exported out of the Kingdom or destroyed.
The owner is responsible for the expenses incurred in carrying out such actions if any of the following cases are found:

1. The delivered goods do not conform to those specified in the phytosanitary certificate.

2. Incomplete sealing of the container

3. There is adulteration of fruits originating from other countries.

4. The fruit container was opened or altered during transit through a third country.
