Guidelines for increasing the proportion of rail transport at ICD Lat Krabang-Laem Chabang Port, aiming for 30%

The Department of Railways discusses with the private sector and the Federation of Thai Industries to find ways to increase the proportion of rail transport to Laem Chabang Port from 5.4% to 30%.
Currently, the SRTO area bottleneck is being resolved. The SRT has procured additional container carriages. It is expected that in the future, rail transport will increase to 2 million TEUs per year, solving traffic congestion and reducing logistics costs.
On November 20, 2023, Mr. Atiphu Chitranukroh, Deputy Director-General of the Department of Rail Transport (DRT), and DRT officials attended a brainstorming meeting on “Guidelines for Promoting Rail Transport in Laem Chabang Port.”

Organized by the Subcommittee on Logistics and Supply Chain, Federation of Thai Industries, Mr. Surapong Piyachote, Deputy Minister of Transport, assigned the SRT to jointly promote the guidelines for promoting rail transport and support the resolution of traffic problems in Laem Chabang.
By driving the goal of increasing the proportion of rail transport to Laem Chabang Port to 30%, which is an operation in accordance with the transport policy framework of “Transportation for the well-being of the people” that aims to create happiness for the people in every dimension, including the economic dimension, the safety dimension, the dimension of providing services that meet international standards, and the dimension of environmental conservation.
Currently, the proportion of rail transport into Laem Chabang Port (LCP) is 472,000 TEUs, or 5.4%.
It is the transportation of goods by rail from the ICD Lat Krabang – Laem Chabang Port route 88% and the transportation by rail from the outer routes, both trains from the lower northeast, the northern and southern routes, approximately 12%.
The meeting discussed ways to promote more rail transport. It is expected that in the future rail transport will reach a volume of up to 2 million TEUs per year, with approximately 700,000 TEUs per year (35%) from ICD-Lat Krabang and 1.3 million TEUs per year (65%) from outside routes.
When comparing the proportion of freight transport on the route between Laem Chabang Port – ICD Lat Krabang, rail transport will have the highest proportion at 20-30%, with road freight transport via trucks averaging 930,000 TEUs per year.
This is an important opportunity to drive the change in freight transport from road to rail. If the efficiency of freight transport by rail is promoted, it will help increase the country’s competitiveness, reduce transport costs, reduce traffic volume on the road, and reduce air pollution from trucks, which will result in an increase in the country’s logistics potential.
The Department of Rail Transport and related agencies have agreed on the guidelines for promoting rail transport in Laem Chabang Port to increase the efficiency of rail freight transport.
By accelerating the resolution of the bottleneck of rail freight transport within the SRTO area and proposing that the State Railway of Thailand (SRT) amend the SRT’s 2006 regulations and train operating rules to allow multiple trains to operate in one section within the area.
While still taking safety into consideration to reduce waiting time for trains, the SRT is expediting the procurement of sufficient locomotives and container carriages as soon as possible and has a plan for future operations by promoting private sector participation in providing rail freight services.
Ready to implement related regulations alongside the development of railway infrastructure, the improvement of X-ray tunnel efficiency and the cargo release process.
With investment improvements in the signaling system to facilitate train access to both SRTO and Pier C, and to support transportation in the pier phase 3 according to plan.
