Excise tax collection, clear in 2023: taxes on liquor, beer, e-cigarettes, and car batteries
Excise taxes will have to be increased in order to reduce consumption and take care of people's health. Similarly, e-cigarettes will have to be taxed at a certain rate.

Mr. Ekanit Nitithanprapas, Director-General of the Excise Department, revealed that under the implementation of the 2023 strategic plan according to the EASE Excise strategy, it is to be an Excise Department that is flexible and agile.
Aiming to be a leader in excise tax collection, environment, society and good governance to move towards sustainability by focusing on 4 main pillars (Pillar) as follows:
Pillar 1 ESG/BCG Focus is the use of tax measures to promote the potential of products/services in the ESG/BCG group and emphasizes the use of tax measures to reduce social impacts, especially in terms of health, in order to help improve the quality of life for our people and national security.
Pillar 2: Agile way of working is a way of working that emphasizes agility, developing personnel to have various skills that are necessary for modern work, such as Digital Skill, Data Skill, etc.
Including the knowledge transfer system from the old generation to the new generation, using the Agile working system and introducing the Design Thinking process to help increase work efficiency to be fast, flexible and creative in order to keep up with rapid changes.
Pillar 3: Standardization is the transformation of all processes to transform into a digital organization (Digital Transformation) and to use taxpayer experiences to create service standards (Service Standard), including the implementation of a good corporate governance system that takes into account society, the environment and good governance (ESG) in the Excise Department.
Pillar 4 End-to-End Customer-Centric Service: Providing seamless end-to-end taxpayer services across all channels (Omni Channel), creating a model for a paperless service organization, aiming for environmental friendliness and sustainable operations.
Mr. Ekanit added that the ESG/BCG Focus strategy will help support environmental care and public health care more, for example through the reform of the tax structure of 6 types of products, which will complete the study results in fiscal year 2023, namely:
- Supporting the use of pure ethanol in the production of bioplastics
- Bio-jet fuel
- Restructuring the tax structure of car batteries, with an emphasis on the recycling process, by reducing taxes on batteries that can be recycled.
- Increase the carbon credit tax rate
- Increase the tax rate on e-cigarettes, and the Excise Department will also help in suppressing e-cigarettes.
- Add coordinates for liquor, beer, beer tax, where alcohol is 0%
The Director-General of the Excise Department also said that from the study, it was found that the trend of the new generation is to consume more 0% alcohol and beer, which the department is preparing to set a 0% alcoholic beverage tax rate.
There is a rate between the beverage tax and the alcoholic beverage tax. When the tax rate comes into effect, liquor and beer with an alcohol content higher than specified will have to pay more excise tax.
In order to reduce the consumption rate and take care of the public health, similar to e-cigarettes, there must be a tax rate set to control and suppress smuggled e-cigarettes, which is another way to help public health.
For the Excise Department’s revenue collection target in 2022, it is expected to collect approximately 500 billion baht. Part of the reason for the decrease in revenue is due to the reduction in the oil tax rate. As for 2023, it is expected to be 567 billion baht, an increase of approximately 10%, which is a challenging target.
